Policy & Strategic Plan


In order to create a culture of effective and efficient HIV/AIDS intervention in QUA Iboe Church/United Evangelical church (QIC/UEC), the church established a process that permitted interactive, regular, ongoing advocacy dialogue, focus group discussions, and the above baseline survey among stakeholders, particularly the clergy and laity. On this foundation the policy and strategic plan were built. This involved the participation of representatives from national, area and local levels of the church.

QIC/UEC recognizes the challenge of HIV/AIDS and its far-reaching socio-economic implications on her members and Nigeria as a whole. Against this background, QIC/UEC conceptualized its challenge as prioritizing HIV/AIDS in the critical areas of prevention of the spread, mitigation of the effects and provision of care and support to PLWHA and PABA by formulating the QIC/UEC HIV/AIDS policy and strategic plan.

By virtue of its roots and membership in the Nigerian community, QIC/UEC is well placed to contribute immensely in the response to HIV/AIDS in Nigeria. It has well established structures and networks through which it can work with people at all levels of the community in addressing the epidemic. The church has a long tradition of holistic development of her people. Her best tool is hope. Nothing offers so real a hope as the knowledge the church shares. Formulating its HIV/AIDS policy is its ambitious frontline strategy to empower pastors and members to strengthen and improve the overall HIV/AIDS prevention, care and support initiatives in the Nigerian community.

The church has a vital role in the control of HIV and in the mitigation of its effects. This document is an important resource for an effective church response. As the church is an important stakeholder in Nigeria’s future, this QIC/UEC policy is also part of the national response.
